Norwegian s.s. Haldis from Bangkok brought in to Hong Kong. She was stopped by H.M.S. "Payche" off Swatow on information from Minister at Bangkok. She has on board one hundred bags of wolframite consigned to Yamakoshi, Swatow. Above particulars appear on manifest. Weight is about five tons. There were on board about five hundred Chinese coolies for Swatow. It is natural that "Haldis" should call at Swatow before reaching Hong Kong. I informed Agents that the ship would be allowed to proceed if they wished to discharge wolframite here. They discharged it. Wolframite apparently not used at Swatow. Yamakoshi apparently identical with firm of that name mentioned in despatch to Foreign Office of June 1st from H.M. Ambassador Tokio. Most natural route for cargo from Siam to Japan would be plainly Hong Kong and little moral doubt chosen to avoid Hong Kong, very doubtful, however if any presump- tion of hostile destination is raised.

Even if pre- sumption is raised it could probably be rebutted by consignees by showing intention to ship to Japan and sell there in open market. Fear I shall have to release wolframite but I might be able to arrange for consignment to British Consul on condition that he will not give delivery until satisfied that it will not go
